The BLM National Wild Horse Program develops herd and land management area plans and objectives that include maintaining specific herd characteristics in each of the herd management areas, such as number of animals in a herd and genetic stock. In the process, excess animals may be removed to ensure a healthy herd, and readied for adoption.
